Two Former IEBC Officials Convicted Over Forged Academic Certificates

The Ethics and Anti-Corruption Commission (EACC) has secured the convictions of two former employees of the Independent Electoral and Boundaries Commission (IEBC) for using forged academic certificates to unlawfully obtain public service.

In a statement dated July 7, 2026, the EACC said the convictions were handed down in separate cases by the Milimani Anti-Corruption Court, underscoring the Commission’s continued efforts to safeguard integrity in public service recruitment and career progression.

“The Ethics and Anti-Corruption Commission (EACC) has secured the conviction of two former employees of the Independent Electoral and Boundaries Commission (IEBC) for using forged academic certificates to obtain and advance in public employment unlawfully,” EACC stated.

EACC Wins Cases Against Two Former IEBC Officials Over Fake Certificates

The Commission said Purity Mwaniki Wanja, a former IEBC Constituency Office Clerk, was convicted on July 2, 2026, after the court adopted a plea bargain agreement.

According to EACC investigations, Wanja forged a Kenya Certificate of Secondary Education (KCSE) certificate purportedly issued by the Kenya National Examinations Council (KNEC) and subsequently used the forged certificate to secure employment with the IEBC in July 2012.

However, Wanja pleaded guilty to three charges: fraudulent acquisition of public property, forgery, and presenting a forged certificate.

Following her guilty plea, the court ordered her to pay a total penalty of Ksh1.6 million, comprising Ksh1.5 million in compensation and fines of Ksh50,000 each for the forgery and presenting a forged certificate charges.

“Ms. Wanja pleaded guilty to three charges of fraudulent acquisition of public property, forgery, and presenting a forged certificate. The Court convicted her on her own plea of guilty and ordered her to pay a total penalty of 𝐊𝐬𝐑𝟏.πŸ” 𝐦𝐒π₯π₯𝐒𝐨𝐧, comprising Ksh1.5 million as compensation and 𝐟𝐒𝐧𝐞𝐬 𝐨𝐟 πŠπ¬π‘πŸ“πŸŽ,𝟎𝟎𝟎 each on the forgery and presenting a forged certificate charges,” read part of the statement.

Another Former IEBC Employee Fined for Using Fake Degree Certificate

In a separate case, EACC said Luka Mukimi Musamali, a former IEBC employee, was also convicted on June 29, 2026, for using a forged university degree certificate to obtain a promotion within the Commission.

According to the commission, investigations established that Luka Musamali presented a falsified Bachelor of Arts in Social Studies in Public Administration degree certificate purportedly issued by Moi University in support of his application for promotion from Constituency Office Clerk to Constituency Elections Assistant.

Following a full trial, the court found him guilty of deceiving a principal and uttering a false document, but acquitted him on the forgery charge.

As a result, the court imposed a total fine of Ksh110,000, with custodial sentences to apply should he fail to pay.

The Commission further said the two convictions demonstrate its unwavering commitment to protecting the integrity of recruitment and career advancement within the public service.

In addition, EACC warned that using forged academic or professional certificates to secure public employment, promotions, or any other public benefit is a criminal offence.
