An employee of the Nairobi City Water and Sewerage Company has been charged in court for allegedly using a forged KCSE certificate to secure employment and earn more than KSh 5.9 million in salary over several years.
According to the Office of the Director of Public Prosecutions (ODPP), Joshua Attuah Omia was arraigned at the Milimani Anti-Corruption Court and charged with multiple offences.
The charges include fraudulent acquisition of public property, forgery, uttering a false document, deceiving a principal, and presenting a forged academic certificate.
The prosecution told the court that Omia allegedly secured employment at the Nairobi City Water and Sewerage Company after presenting a fake Kenya Certificate of Secondary Education (KCSE) certificate.
He is accused of using the document to qualify for employment as an artisan at the company.
Court documents indicated that between August 2015 and December 31, 2023, Omia received salaries amounting to Ksh 5,909,037.10 from the Nairobi City Water and Sewerage Company.
ODPP argued that the money was unlawfully acquired because the employment was allegedly secured through false academic qualifications.
The DPP further stated that the accused allegedly forged a KCSE certificate showing that he attained a mean grade of C minus.

The accused said that the certificate was issued by the Kenya National Examinations Council.
Omia was also charged with uttering a false document, namely, the KCSE certificate number KSCE518142, in the name of Omia A. Joshua, while presenting it as an authentic certificate.
In addition, the court heard that on or about July 27, 2015, Omia allegedly knowingly deceived his employer by indicating in his personnel records that he attended Etete Secondary School.
He said that it was between 1994 and 1997, and he successfully attained a Form Four qualification with a mean grade of C minus.

The information was reportedly submitted to the Nairobi City Water and Sewerage Company during the process of updating his employment records.
Omia denied all the charges before the court, and he pleaded not guilty.
ODPP said that Omia was released on a bond of Ksh 1 million with a similar surety or an alternative cash bail of KSh 300,000 pending the hearing of the case.
The matter will be mentioned in court again on May 27 2027.
