Ruto’s Govt Slapped With 4 Demands Over Dangote’s Lamu Refinery Deal

Motorists have put President William Ruto’s government on notice over the planned Dangote Petroleum Refinery project in Mokowe, Lamu County, demanding clear guarantees that the multi-billion-dollar investment will translate into cheaper fuel for consumers.
In a statement released on Friday, October 2, 2026, the Motorists Association of Kenya (MAK) wants the government to provide a clear, legally binding commitment showing how the refinery will benefit motorists and other consumers, rather than leaving them to rely on promises around the multi-billion-dollar project.
Motorists Want Guarantee on Lower Fuel Prices
The association wants a written agreement spelling out how proceeds and operational savings from the refinery will be passed on to consumers through lower pump prices.
“There must be a legally binding framework stating explicitly how a percentage of the proceeds and operational savings from the Lamu Refinery will directly translate into lower, guaranteed pump prices,” the association said.

Motorists argued that previous government interventions in the petroleum sector have failed to deliver lasting relief at the pump.
It cited the Government-to-Government oil arrangement, saying motorists had initially been promised six months of price stability but later faced increases in fuel prices.
The association also questioned why motorists, who rely heavily on fuel for transport and business, had not been given a direct stake in discussions surrounding the refinery.
Association Demands Disclosure of Dangote Deal
As part of its demands, the association wants motorists recognised as key stakeholders in the arrangement and is calling for the government to publish all contracts and terms signed with Dangote Industries.
It said disclosure would allow the public to understand how the deal is structured and what benefits are expected to reach consumers calling for construction and land displacement linked to the project to comply with the law and human rights requirements, while urging the government to address court petitions through lawful processes.

The association warned that failure to engage road users, guarantee lower fuel prices and disclose the agreements could prompt nationwide civic action and legal proceedings.
The proposed refinery project has attracted attention as the government seeks to position it as a major investment in Kenya’s petroleum sector, but motorists say its benefits must ultimately be reflected at the pump.
