Patrick Analo Akivaga is a big name in Nairobi’s urban planning scene.
He started as just another bureaucrat at City Hall, but now he’s the Chief Officer for Urban Development and Planning in Nairobi County.
As the Chief Officer, Analo has tons of responsibility when it comes to how Nairobi physically develops.
He okay’s construction, enforces rules, deals with illegal builds, and checks that everything follows planning standards.
Yet, lately, Analo’s found himself in the national spotlight, but not for his work on urban growth.
The Ethics and Anti-Corruption Commission (EACC) raided his place in a big way, turning him into a main topic of conversation all over Kenya.
According to EACC, investigators recovered Ksh 65.3 million in cash from his Syokimau residence and vehicle during investigations into alleged corruption, unexplained wealth, conflict of interest, bribery and abuse of office.
The recovered amount included Ksh 51.3 million and USD113,000 (approximately Ksh 14 6 million), alongside title deeds, logbooks, development approval plans and electronic devices.
Early Life and Educational Background
Patrick Analo Aluanga was born and raised in Sabatia Sub-County, Vihiga County, the same region associated with Prime Cabinet Secretary Musalia Mudavadi.
He holds a Master’s Degree in Urban Management from the University of Nairobi, obtained between 2009 and 2011.
Beyond his postgraduate studies, Analo also pursued training and professional development at the United Nations Institute for Training and Research, Makerere University and Maseno University.
His educational background equipped him with expertise in urban management, physical planning, development control, land-use regulation and city governance, skills that would later define his professional career.

Rising Through Nairobi’s Planning Department
Analo has spent most of his professional life within Nairobi’s planning structures.
Before ascending to senior leadership, he served as Deputy Director for Urban Development and Planning under former Nairobi governors Mike Sonko and Ann Kananu.
In that capacity, he supervised planning and development functions within Nairobi County and gained extensive experience handling development applications, zoning matters and enforcement activities.
His rise continued in 2022 when Nairobi Governor Johnson Sakaja nominated him alongside other officials for vetting by the County Assembly’s Sectoral Committee on Planning and Housing.
Following the vetting process, he was appointed Chief Officer for Urban Development and Planning.
In 2023, Sakaja further appointed him as County Secretary after the Members of the County Assembly rejected Jairus Musumba.
The role placed him at the centre of county administration, making him responsible for coordinating County Executive Committee business, maintaining official records and communicating executive decisions for implementation.
However, the appointment later faced legal challenges after the High Court temporarily halted changes affecting the acting county secretary position.
Shaping Nairobi’s Urban Development Agenda
As Nairobi’s Chief Officer for Urban Development and Planning, Analo has been heavily involved in development approvals, change-of-use applications, urban resilience programmes and efforts to improve development control.
He has frequently represented Nairobi County in local and international forums, advised Governor Sakaja on lands and planning matters and participated in engagements with professional bodies, including the Law Society of Kenya.
Analo has also been a vocal advocate for restoring planning discipline in Nairobi, arguing that enforcement of development regulations weakened significantly after the return of multi-party politics in the 1990s.
His office has overseen initiatives involving illegal construction management, riverfront development regulation, upgrading of public spaces, parks and stadiums, and strengthening legal frameworks governing urban growth.
