NPS Issues New Guidelines on Deaths of Suspects in Police Custody

The National Police Service (NPS) has issued new guidelines on how deaths of suspects in police custody should be handled, directing officers to ensure prompt, thorough and impartial investigations in every such case.

In a statement issued on August 13, the NPS said investigations must follow the Constitution, relevant laws and established procedures.

It also directed investigators to take steps to protect evidence and prevent any interference with the investigation.

“The National Police Service wishes to clarify its position with regard to the prompt conduct of thorough, impartial, and evidence-led investigations whenever a suspect dies in police custody,” the NPS said.

The new guidelines require investigations to begin without delay whenever a suspect dies while in police custody. The NPS said due process must be followed at every stage, including when investigators consider measures needed to protect the integrity of evidence.

NPS Warns Officers Found Responsible Will Face Action

Furthermore, the NPS warned that police officers found responsible for wrongdoing would face immediate action based on the findings of investigations.

“Should any police officer be found culpable during the course of such investigations, immediate and decisive action will be taken. The officer concerned will be held fully accountable both under the law and through the Service’s internal disciplinary procedures,” the Service stated.

In addition, the NPS said the measures are aimed at strengthening accountability, preventing the tampering of evidence and maintaining public trust in the police.

Service Reaffirms Commitment to Human Rights

Meanwhile, the NPS also reaffirmed its commitment to transparency and accountability, saying the principles guide its operations and help strengthen public confidence in the institution.

The Service further commended police officers for their professionalism, dedication and commitment to duty, particularly when working under difficult circumstances.

“NPS remains steadfast in fulfilling its constitutional and statutory mandate, and in serving and protecting the public with professionalism, impartiality, integrity, and respect for human rights, including the rights of those in custody,” the statement added.
